Plan Commission Membership Requirements
Responsibilities
The commission's actions aim to guide sustainable growth, support orderly development, and serve the best interests of the community and generally include:
- Comprehensive Planning: Recommending and initiating updates to the Comprehensive Plan, Zoning Ordinances, Subdivision Control Ordinances, Planned Unit Development (PUD) ordinances, and the Official Zoning Map.
- Land Use and Development Review: Reviewing and approving development plans, rezoning requests, site plans, subdivisions, commercial and industrial developments, and PUDs within its jurisdiction.
- Subdivision Administration: Administering subdivision regulations, including reviewing and approving plats, replats, and amendments to subdivision plats.
- Street and Lot Management: Assigning and renumbering street addresses, naming or renaming streets, and ensuring clarity and consistency in street and lot numbering systems.
- Fee Management: Establishing and managing a schedule of fees, charges, and expenses for services in compliance with state laws.
- Zoning Administration: Reviewing new or unspecified uses to determine appropriate zoning classifications and ensuring alignment with the intent of zoning districts.
- Delegation and Oversight: Delegating tasks as needed to manage operations effectively and ensuring decisions are communicated to relevant stakeholders, such as government agencies and emergency services.
- Reporting and Transparency: Maintaining public records of activities, findings, and decisions, ensuring accessibility and accountability.
Appointment & Member Eligibility
Three (3) Town official members, who must either be elected or appointed Town officials or employees of the Town. The term of office of a member who is appointed from the membership of the Town Council is coextensive with the member's term of office council appoints, at its first regular meeting in any year, another to serve as its representative.
Four (4) citizen members appointed by the Town Council who may not hold an elected or appointed office except for membership on the board of zoning appeals, of whom not more than two (2) may be of the same political party. Each citizen member must be: 1. A resident of the Town; or 2. A resident of the county who owns real property in Town. At least a majority of the citizen members appointed to the plan commission must be residents of the Town.
Term
Citizen Members term - Four years two (2) citizen members shall initially be appointed for a term of three (3) years and two (2) shall initially be appointed for a term of four (4) years. Each member's term expires on the first Monday of January of the second, third, or fourth year, respectively, after the year of the member's appointment.
Vacancies
The appointing authority shall appoint a member for the unexpired term of the vacating member. The appointing authority may also appoint an alternate member to participate with the commission in a hearing or decision if the regular member appointed by the appointing authority has a disqualification under IC 36‐7‐4‐223(c) or is otherwise unavailable to participate in the hearing or decision. An alternate member has all the powers and duties of a regular member while participating in the hearing or decision.
